RIN Attest Engagement and Services
for the Petroleum Industry

What is a RIN Attest Engagement?

Annual RIN attest engagements are required by the Environmental Protection Agency (EPA) for parties with Renewable Fuel Standard (RFS) activity. Per the EPA, the principle purpose of attest engagements is to provide regulated parties an independent review of their compliance with the fuels requirements, including a review of the regulated party’s internal systems to monitor and document compliance. Regulated parties shall engage an independent certified public accountant to perform the attest engagement. The attest engagement is due to the EPA on May 31st of the year following the compliance year (calendar year).

What does a RIN Attest Engagement entail?

The client will provide Conway, Deuth & Schmiesing, PLLP (CDS) with copies of the reports the client has filed with the EPA during the compliance year. CDS will select a sample of RIN transactions for testing in accordance with EPA requirements. For each transaction selected for testing, the client will provide supporting documentation to CDS. CDS will compare the information contained in the documentation to reports the client submitted to the EPA.
CDS will also perform procedures related to the RIN activity reports in accordance with EPA requirements. At the conclusion of the engagement, CDS will issue an agreed upon procedures report to the client and the EPA listing the procedures performed and any findings noted.
